How does a PSU employee justify an iPhone in light of the restrictive university policy basically prohibiting data plans and even making voice cellular plans a major headache to have?

Students will be walking around campus this fall using their 3G/Wifi devices (on our .1x wireless or 3rd party guest wireless system); PSU staff apparently have to foot the bill themselves if they also want to do so.
